Rotisserie Question

To what extent, if at all, is providing information and instruction to persons other than degree candidates part of Harvard's mission?  If this is indeed part of Harvard's proper role, what sorts of relevant experiments should the university be conducting?  For example, how about providing videos of all Harvard lectures online to the public for free?
