For your final individual assignment, please write a short paper (2-3) offering your thoughts on one way in which federal budget procedures should be reformed and also one reform (advanced by others) which you would not recommend.  Please explain your reasoning based on readings and class discussions over the course of the semester.

To stimulate your thinking on this topic, I have placed below a number of documents and links advancing a variety or reform proposals.  You need not read all of these materials, but skimming through them should give you a range of ideas on how federal budget processes could be reformed.  You are free to — but need not — consult other sources for reform proposals; however, your recommendations and analysis shoudl be your own.

This final assignment should be sumitted by email to me at hjackson@law.harvard.edu with a copy to Sam Learner at slearner@law.harvard.edu by 5:00 pm on Friday, January 19th.
